### Summary

This position is located with Bureau of Indian Affairs, Western Region Office, Office of the Superintendent, Pima Agency, Real Estate Services, Sacaton, Arizona. The Realty Specialist (Contracts Management) manages complex real estate transactions for extensive Indian trust lands and fee to trust. The Realty Specialist (Contracts Management) position is under the supervision of the Realty Officer, Real Estate Services.

### Responsibilities
* Providing oversight for management of trust and restricted fee real property ensuring the protection, conservation, and prudent utilization of Indian lands.
* Analyzing requests for use of Indian-owned trust assets to determine the compatibility of proposed uses with agency mission and owner needs.
* Implementing a trust real estate services program to accomplish the timely and efficient processing of various realty transactions, i.e. right-of-way, surface and subsurface leasing and permitting.
* Ensuring lease compliance and responses to unresolved rights cases.

### Qualifications
**GS-5: o** Three (3) years of progressively responsible general experience in order to serve as a an entry-level or basic trainee for Realty Specialist (CM), 1 year of which was equivalent to the GS-4 grade level that demonstrated the ability to: 1) Analyze problems to identify significant factors, gather pertinent data, and recognize solutions; 2) Plan and organize work; and 3) Communicate effectively orally and in writing. Examples of general experience include providing information and assistance to the general public, analyzing, explaining, applying or interpreting laws, rules, regulation or policies. **You must show how you have used these skills and abilities in your resume**.

**o**4 year course of study leading to a bachelor's degree.
**GS-7: o**Fifty-two (52) weeks of specialized experience at a level of difficulty and responsibility equivalent to the GS-5 grade level. Examples of specialized experience includes performance of tasks that are performed under the guidance of a higher grade specialist and includes responding to routine inquiries and explaining realty services to the general public; preparing in draft, routine realty transactions for review and approval; performing quality assurance on detail transaction data, i.e., contracts and conveyances; coordinating records for compliance with established record management guidelines; assisting in maintaining and retrieving information from automated data systems; assisting with ensuring that leases, permits, easements, rights-of-way and acquisition and disposal of trust lands are issued at or above fair market value and that all terms and conditions of the contract are met. The definition of specialized experience is typical of work performed at the GS-5 level in Federal service.
**OR**
**o** 1 full year of graduate level education or superior academic achievement.
**GS-9: o**Fifty-two (52) weeks of specialized experience at a level of difficulty and responsibility equivalent to the GS-7 grade level. Examples of specialized experience includes performance of tasks that demonstrate the ability to apply general real estate principles, rules, regulations, and practices to manage real estate services of Indian-owned property e.g. analyze requests for use of Indian-owned trust assets to determine the compatibility of proposed uses with agency mission and owner needs, resolving routine problems that may arise with owners or contracts; and applying a wide range of real estate methods to investigate and analyze a variety of problems to develop solutions that typically involve segments or phases of projects being carried out by higher grade employees e.g. assist in negotiating terms and conditions in authorizing documents to determine responsibility for resolving conflicts or problems; determining special requirements on routine transactions, recommending authorization of land use and advising and providing assistance on routine matters. The definition of specialized experience is typical of work performed at the GS-7 level in Federal service.

**o** Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D.
**GS-11: o**Fifty-two (52) weeks of specialized experience at a level of difficulty and responsibility equivalent to the GS-9 grade level. Examples of specialized experience includes performance of tasks that demonstrate the ability to apply substantial real estate principles, rules, regulations, and practices to manage real estate services of Indian-owned property; gathering relevant information, researching, analyzing, developing findings, and recommending alternatives in response to current and emerging problems that may be complex or conflicting; managing varied project activities to meet fiduciary and legal requirements as it applies to management of trust and restricted property; evaluating current practices to identify opportunities for change; and initiating and maintaining contact with technical experts, organizational staff, public and private business enterprises, and the general public. The definition of specialized experience is typical of work performed at the GS-9 level in Federal service.

**o**Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.
**GS-12: o**Fifty-two (52) weeks of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level. Examples of specialized experience includes performance of tasks that demonstrate the ability to apply an extensive knowledge of real estate principles, rules, regulations, and practices to manage real estate services of Indian-owned property; monitoring realty related activity for compliance through on-site inspection and reporting; performing audits of real estate management practices, real estate transactions, and legal instrument preparation to assure conformance with legal, statutory, regulatory, and policy requirements; monitoring the collection of trust funds from realty transactions; formulating and establishing work plans and daily assignments; providing findings and recommendations on complex problems/issues; building a shared vision with others; providing guidance to other staff in areas related to real estate services; coordinating responses to inquiries, i.e. Congressional, general public, etc. and completing other special reports; and collaborating and coordinating contract transactions to ensure that the necessary clearances and procedures have been secured and completed (i.e., appraisals, NEPA, TSR, etc.). The definition of specialized experience is typical of work performed at the GS-11 level in Federal service.
