This position is located in the MIS/IT Department at Kayenta Service Unit, Kayenta, AZ. The Incumbent reports to the Supervisory IT Specialist.
The IHS is required by law to give absolute preference to qualified applicants who meet the Secretary of the Interior's definition of Indian for appointment to vacancies within the IHS in accordance with established IHS policy as outlined in the Indian Health Manual Part 7, Chapter 3. ### Responsibilities
* Implements and develops local operating procedures
* Receives network, communications, and related operating systems from various sources
* Installs, configures, and trouble-shoots, network and application server hardware, operating system software, and peripheral network equipment
* Develops and maintain local procedures for networks, system operations, and product assembly and installation
* Function tests the hardware and software to resolve technical problems
* Sets up and maintains account restrictions and user rights
* Establishes password controls and procedures
* Analyzes equipment and software reliability and utilization reports
* Prepares testing and implementation plans
* Provides instruction to functional area users on database and file accessing techniques, search strategies, processing and space utilization efficiencies, database security procedures, backup and program recovery techniques, and testing techniques

### Qualifications
To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.

**BASIC REQUIREMENT(S):**
**Education:**All academic degrees and coursework must be from accredited or pre-accredited institutions.
**Undergraduate or Graduate Education:**Degree in computer science, engineering, information scienc, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
**For GS-05:** Bachelor's degree
**For GS-07:**1 full year of graduate level education or superior academic achievement
**For GS-09:** Master's degree or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to a master's degree or equivalent graduate degree.
**For GS-11:**Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree.
OR
**Experience:**Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification) as appropriate.
GS-05 through GS-11: For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

**Specialized Experience** for GS-07 and above: Positions at GS-7 (or equivalent) and above require one year of specialized experience at the next lower GS-grade (or equivalent). Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT. The employing agency is responsible for defining the specialized experience based on the requirements of the position being filled.
**Time-In-Grade Requirements:**Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the the Excepted Service Examining Plan (ESEP).

This position has promotion potential to the GS-11 grade level. Promotion to the next grade level is at management's discretion and is based on your demonstrated ability to perform the higher level duties, the continuing need for the higher level duties, and "Regulatory/Administrative" approval. Promotion to the next higher grade level is not guaranteed and no promise of promotion is implied.
**CONDITIONS OF EMPLOYMENT:**
* Security Clearance: If you are selected for this vacancy, you must undergo a pre-employment fingerprint check and background investigation. Fingerprint results and background investigation documentation must be cleared prior to hire.
